Sure you can add them manually. After creating the tournament structure (type, duration, number of games, etc.) you will find yourself in an interface like this:
From there you can manually add players who are not in the FIDE database – alternatively, add the players from your club: https://my.chesspairings.org/giocatori_circolo.php and during tournament creation at step 5: 
select "Internal Tournament (Club ELO)" so that those players will appear. Let me know if you need anything else
